Issues

Design-Sequencing

  • Designing-sequencing is an alternative method of contracting that is safely delivering projects ahead of schedule and at a lower cost.  As the name suggests, design-sequencing allows the sequencing of design activities to permit each construction phase to commence when design for that particular phase is complete -- instead of requiring the design for the entire project to be complete before construction can begin. Click here to learn more.

Design-Build

  • Design-build lumps design, construction, and inspection of a highway project into a single contract that is awarded not through competitive bidding, but through a process that allows unspecified factors to be considered “significantly more important than cost.” Click here to learn more.

Public Private Partnerships (3Ps)

  • Despite major public-private partnership disasters across the nation, foreign, multi-national companies and Wall Street investment houses continue to push for private toll roads. This would allow them to suck huge profits out of the transportation system while inflicting outrageous tolls on motorists through contracts that forbid improvements to parallel public roads, increasing traffic congestion. Reports: Outsourcing Failures from Around the US

  • Reports from state governments that show the dangers associated with outsourcing public works projects. Click here to learn more
