Michigan Seeks Decentralization Experiences
The Michigan Department of Transportation Design
Division informed the unions and employees on July 23 that they
were going to decentralize the road design unit. At the
present time most of the design of roads is done either by
consultants or the design units in Lansing. The new
division head feels that it will be more effective if everyone
is out in region offices throughout the state. This will
effect about 75 Technicians and Engineers in SEIU 517M.
Some of the members have heard that other states have tried this
concept and reverted back to a centralized design unit because
of problems. Our members have been told by me (the
President of the Tech Division of 517M) to write to the
legislators asking for an investigation into the cost
effectiveness of this move. If there are any other states
out there that have information on this type of restructuring
attempts that failed I would like to hear about it. I will
pass the information on to our members for the letter writing
campaign to the legislators.
